Title:????????????????????????????Finance Director

Reports To:??????????????Mayor

Salary Range:??????????????$67,524 to $88,608?Annually (DOQ)

Job Objectives:?Plan, coordinate and direct the activities of the Finance Department, investment, debt management, billings and collections, and the financial data processing functions in accordance with the authorities and duties mandated by RCW 35A.42.

Individuals assigned to this position are expected to apply considerable knowledge of municipal accounting procedures, including municipal investments,?to a wide variety of complex situations.?Incumbent must determine and recommend policies and procedures as well as maintain awareness of established ordinances and regulations that must be followed.?Incumbent supervises professional, technical and clerical accounting employees.

Job Location and Equipment Utilized:

Work is performed in an office environment with travel required to other City locations and occasional out-of-City meetings and conferences.?Equipment utilized includes standard office equipment including personal computer with spreadsheet, word processing,?database and network software.?Attendance at evening meetings is required.

Essential Job Functions:

????????Manage the City?s financial transactions: revenue receipting, payroll processing, accounts payable and investment portfolio management.

????????Manage the annual budget process and prepare the annual revenue forecast.?Assist Department Heads with their expenditure requests and prepare the methodology for communicating their requests to the Mayor and?the?Finance Committee.

????????Communicate monthly the City?s current financial position, revenue and expenditure status and other financial information as requested.

????????Develop and administer the record system for fund accounting, grants and Local Improvement Districts.

????????Responsible for the design, implementation and maintenance of the internal control systems.

????????Coordinate the City?s annual report and serve as City liaison to the State Auditor?s Office.?Assist the Mayor?and Department Heads with financial compliance requirements under RCW.

????????Plan, organize, direct and control all functions of financial data processing.

????????Supervise accounting and billing personnel.

????????Supervise the issuance of City licenses, collection of fees and provide services to the public as specified by ordinances.

????????Supervise?the?City?s financial?record keeping systems including storage and monitoring of historical records.

????????Direct the preparation, mailing, receiving, receipting, and collection of the City?s utility billing.

????????Perform additional duties as described in the attached ?Regular Management Responsibilities.?

????????Coordinate and manage the administrative functions of the Grays Harbor County Public Facilities District (PFD)

Associated Job Functions:

????????Perform special projects and other duties as assigned by the Mayor.

Required Knowledge, Skills and Abilities:

Requires knowledge of the field of assignment and physical ability sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in the above job description.

????????Requires knowledge of municipal accounting procedures and BARS for cities.

????????Requires knowledge to operate a personal computer with spreadsheet, word process, database, and network software.Springbrook experience is a plus.

????????Requires detailed knowledge of investment portfolio management and the RCW?s pertaining to municipal investment.

????????Requires knowledge of municipal record keeping in accordance with RCW?s and City ordinances.

????????Requires ability to supervise?the finance?department employees in a manner conducive to efficient and effective work performance and positive morale.

????????Requires ability to work independent of specific instruction but in conformity with City ordinances and established procedures.

????????Requires ability to establish and maintain effective working relationships with other City departments and officials, members of other organizations and the general public.

????????Requires ability to attend evening meetings.

????????Ability to explain the City?s financial needs to the Council and community at large.

Qualifications:

????????Requires a Bachelor?s Degree in business administration, accounting, finance or related discipline supplemented by approximately?five?years professional work experience, two of which were in a supervisory capacity.?A Master?s Degree in an appropriate discipline is desirable and government experience is preferred, OR any combination or education and experience which demonstrates competency.

Other:

???????Requires a valid Washington State Driver?s License and a driving record acceptable to the City?s insurance carrier.Willingness to relocate to Ocean Shores.
