China's Hu calls for strengthening food security, innovative growth at ...

VLADIVOSTOK (Xinhua) -- Chinese President Hu Jintao delivered a keynote speech on strengthening food security and innovative growth on the second day of the 20th informal economic leaders' meeting of the Asia-Pacific Economic Cooperation (APEC) forum here today.

Hu said food security was of vital importance to national interests, people's livelihoods and mankind's development and safety, and should be dealt with through coordination.

Hu said efforts should be made to strengthen the sector's foundation, increase agricultural input, enhance the level of agricultural productivity, and expand food production capacity.

Hu said it was also important to develop the food market's infrastructure, establish a modern food logistics system and reduce the level of losses throughout the process of storage, transportation and consumption.

Hu also proposed to increase input in the research and development of agricultural production and technology, promote the application of new technology, lift comprehensive agricultural production capacity and guarantee food security and quality.

Efforts should be made to stabilize food and commodity prices, prevent excessive speculation and improve the environment of agricultural investment, Hu said, adding practical measures should be implemented to ensure food supply for vulnerable groups in society.

On the issue of innovative growth, Hu said it was essential to create an environment to encourage innovation, beef up policy support for science and technology innovation and fully mobilize enthusiasm and vigor in innovation.

He said more efforts should be made to increase input in research and development, strengthen the training and mobility of innovative and highly skilled talent and promoting the transformation of scientific achievements into practical productivity.

Hu said governments should play their role to build up an innovative cooperation platform for businesses and shore up the dissemination, cooperation and transfer of technology.

The leaders issued a joint declaration on Sunday, outlining the future development of the region.

The APEC informal economic leaders' meeting next year will be held in Indonesia.
